A bank officer wants to take voluntary retirement for change his career, is it right?

that officer now is getting salary of rs.45000, and still is having 7 years of service, he is expecting pension of rs.18500 plus rs.2140000 as terminal benefits, why he is opting for voluntary retirement that is mentally disturbed with bank career, since long back he wants to change his career and shift to commercial artist, now we wants to clarify whether is right in taking voluntary retirement?
