How competitive is it for the NROTC Scholarship?

I know a kid who got it, he was a horrible student (never did homework, but scored excellent on state tests and ACT). He never did any extra curricular activity. You know how he got it? The officer took him in a room by himself and asked him why he wanted the scholarship. He SCREAMED at the top of his lungs "I WANNA BE A MARINE!!!" He got the scholarship.
