Does a voluntary response bypass the relay neuron?

I know that an involuntary response (reflex action) bypasses the brain as the sensory neurone synapses with the relay neurone which then synapses with the motor neurone, but i was wondering if a voluntary response still allows the sensory neurone to synapse with the relay neurone or if the relay neurone is not used at all during a voluntary response.
