How absurd is it that people get benefits cut for doing voluntary work?

I could understand it if it was some kind of invalidity benefit, but to stop his jobseekers is ridiculous, after paying travel expenses he is virtually paying for a job. I think this needs a deeper looking at, I think somebody at jobseekers has got it wrong.
