How to handle noisy neighbors?

A couple of months after we moved into our apartment, new tenants moved in downstairs. Since that day it has been nonstop noise. They stomp around like Sumo Wrestlers on steroids. They slam every door and cabinet in their apartment and when they do the walls and floors vibrate. They blast their tv at top volume and the only way they know how to talk is to yell at the top of their lungs. I've been down to their apartment several times to complain but the noise never stops for longer than an hour. When I realized that talking to them was getting us nowhere we started complaining to the rental office. The office basically sends out a warning regarding the noise and it's usually quiet for one day before things go back to normal. Nothing seems to work as we've tried talking directly to these idiots and contacting the rental office. All they get is a slap on the wrist which they simply ignore. We don't want to move because we like the apartment itself and the location. Besides we shouldn't have to move because we were here first and we're not the ones causing the trouble. We live above them and I'm about to buy some combat boots and a few bowling balls to give them a dose of their own medicine. Any suggestions?
