What actions would you call voluntary?

Nothing is voluntary. Free will is an illusion. There is no mechanism through which it can exist. The brain is an electrochemical machine which is 100% controlled by the laws of physics. In order for free will to exist, people would have to be able to defy the laws of physics in their brains.
